Department for Public Enterprises Secretary DRS Chaudhary is the most wanted man in Delhi these days! Chaudhary who is known for creating institutions and solving problems is wanted by CPSEs CMDs. Chaudhary discusses with Bureaucracy Today some of the important issues concerning CPSEs and their management.

After serving on important posts in the Ministries of Home Affairs and Commerce, Dileep Raj S Chaudhary, a 1977 batch IAS officer of the Madhya Pradesh cadre, is now on his new task as Secretary DPE.

SHORTAGE OF INDEPENDENT DIRECTORS
There are more than 300 posts of Independent Directors lying vacant in various PSUs across the country. The shortage of these Independent Directors is a major concern. Chaudhary opines, “ Continued rejection of the names recommended by the Search Committee to the ACC is causing delays in the appointment of Independent Directors. We have been holding discussions with the ministries to hasten the process of appointing Independent Directors, but unless and until a suitable candidate is found the appointment cannot be done”.

NOMINEE DIRECTORS IN PSUs
Asked about his opinion on public sector undertakings having more than one Nominee Director, the DPE Secretary spontaneously answers, “See, the PSUs can think whatever they want to but the final decision is to be taken by the shareholder i.e. the Government of India. Following the SEBI guideline various directors are appointed in these CPSEs”.

VIOLATION OF CIRCULAR OF 2004 BY JOINT SECRETARIES?
